World Bureau of Special Crime Investigation — Investigation Guidelines (94th Edition)

Chapter 1. Definition of a Villain
The World Bureau of Special Crime Investigation (hereinafter referred to as the “Special Bureau”) subjugates villains and maintains social order for the peace of the Federation.
The Special Bureau defines a villain as follows:
Villain [Noun]
Violator of international law
A person who interferes with lawful investigations
A person who causes non-scientific phenomena above a certain level***
Obstruction of performance of official duties based on any form of hierarchy, violence, or intimidation.
***Includes unauthorized magical and supernatural phenomena exceeding 10 million Ether Æ.
Generally, “villain” refers to a person who opposes the Special Bureau.
However, strictly speaking, a villain may not necessarily be a subspecies of intelligent human.

Chapter 2. Threat Classification System
Villains are broadly categorized into three classes: [Safe], [Protected], and [Observed].
The [Observed] class is further divided into three grades: [Euclid], [Keter], and [□□□□].
For [Unclassified] grade villains**** that do not belong to any class, immediate flight upon discovery is advised.
Descriptions for each class are as follows:
The [Safe] class consists of villains completely under the control of the Special Bureau.
The [Protected] class consists of villains protected by the Special Bureau due to plea bargains, whistleblowing, surrender, etc.
The [Observed] class consists of villains beyond the control of the Special Bureau requiring continuous observation and containment.
⌞ The [Euclid] grade consists of villains who, due to their entity characteristics, cannot be safely and completely isolated from human society.
Sentient villains require special management as they can be upgraded to [Keter] grade.
⌞ The [Keter] grade refers to anomalous entities that the Special Bureau has abandoned containment of or is observing on a limited basis.
Termination or removal is the rule when circumstances allow, but placement in this grade does not necessarily imply a confirmed threat to humanity.
⌞ The [□□□□] grade consists of villains whose existence is known solely to the Council of 13 that governs the Special Bureau.
The Special Bureau primarily utilizes the cooperation of these entities to contain or remove other entities.
**** [Unclassified] grade villains do not overlap with or belong to any grade in the villain classification system.
This grade is also known as [Apollyon], and cannot be removed or contained by force.
Officers are advised to vacate the area immediately upon observation. ****
Chapter 3. Classified Projects
The Special Bureau formulates and executes various projects for world peace.
To this end, military operations are sometimes conducted in cooperation with the Federation Peacekeeping Forces, but the goal of the Special Bureau is not merely to subjugate villains, but to maintain social order and achieve the public good.
Therefore, the scope of projects is not limited merely to the expulsion of villains.
All documents below are fundamentally Class 3 Classified, but details are released to the public 10 years after an operation officially ends.
Even if extended under exception clauses, this period shall not exceed 30 years.
The list of operations below contains mandatory reading for all Special Bureau investigators.
Operation Fifth D
An operation to capture a [Keter]-grade villain in contact with the spirit realm.
This operation concluded with the termination of the villain.
Operation Rescue Saintess
An operation to rescue a female investigator who was possessed by erotic literature alongside a villain.
This operation is still ongoing.
Dialogue Experiment with the Ancients
This operation attempted communication beyond signifiers and signifieds with old □□s from an outer dimension, but all participating investigators □□ed, leaving no concrete descriptions.
Operation Solar Return
So-called Solar Return Project.
An operation to replace a diseased □□ with an artificial □□, which is relatively widely known to the general public.
Professor Eugenia Han, who led the project, virtually exceeded the target, but it was aborted following extreme opposition from certain civic groups and lawmakers.
Consequently, it officially concluded with a loss of approximately 32% of the Milky Way, including planet □□-□□□□ among the Federation’s territories.

Operation Rescue Survivors of Planet ES-2100
This experiment was conducted on planet ES-2100 (so-called ‘□□’) in the Federation’s inner dimensional system, covering events that transpired from AD 2070 □□/□□ to circa 2100 □□/□□.
This operation concluded with □ survivors remaining.

Operation Exterminate Villain Janus
This operation was conducted in the town of Gemini in Red County, successfully removing the [Euclid]-grade villain Janus at the cost of approximately 67 Federation citizens.
However, photos of the damage were leaked at the time, resulting in the resignation of Red County Governor Maynard Pritchard, who had been favorable toward the Special Bureau.

Chapter 4. Duties of Special Bureau Investigators
Special Bureau investigators (hereinafter ‘Heroes’) possess strong rights and, accordingly, carry more duties than ordinary Federation citizens.
The most famous and powerful duty is the dignity maintenance clause.
As media frequently depicts romances between heroes and villains, officers are likely well aware of the danger.
The most critical cause for disqualification to guard against is becoming emotionally sympathetic to an explicit enemy while abducted by a villain.
